This model head is a reconstruction of what scientists believed that Neanderthals may have looked like. It was made in the 1970s, based on a skull found near Mount Carmel in Israel. Techniques for making these kinds of reconstructions have improved since it was made, but it is still a reasonable approximation of Neanderthal anatomy.
